Quote Validity

The Foreign, Commonwealth and Development Office (FCDO), as represented by the British High Commission (BHC) – Nairobi, invites quotations from eligible and competent Service Providers for the provision of Managed Service Provision (MSP) for Starlink Flat High-Performance Kits, Starlink Enterprise Kit and Starlink Mini Kit, as further detailed in the Statement of Requirements.

Interested bidders should produce all the valid documents outlined below to qualify to the next stage of evaluation:

1.             Company profile to include contact details and office location for due diligence and verification.

2.             Copy of Certificate of Incorporation/Corporation.

3.             Copy of CR 12 Certificate.

4.             Copy of valid business permit.

5.             Copy of valid Tax Compliance Certificate.

6.             Copy of PIN Certificate.

7.             Copies of financial accounts audited for the past three (3) years.

8.             Evidence of ability to provide managed service provision for Starlink services, including applicable reseller/MSP arrangements, licenses or authorizations where applicable.

9.             Data protection, confidentiality and information security statement/policy relevant to service monitoring, reporting and account administration

Your response to our requirement will be evaluated as outlined below: Mandatory Requirements (based on YES/NO checks); Technical Evaluation (60%); Commercial Evaluation (40%). The award will be based on the Most Economically Advantageous Tender with the highest weighting in terms of Technical and Financial requirements.

SUBMISSION INSTRUCTION

              The Technical bid and Commercial/financial offer should be submitted as separate documents via email to [email protected] and [email protected] only.

              Please use the contract ref NBO-IT-30-2026 in the email subject header.

              Due to limited file size restrictions, share your documents in smaller separate emails indicating on the subject e.g. 1 of 4, 2 of 4. Also, do not share a link to access the documents.

              Should you wish to provide an alternative solution that meets our requirements, you are free to do so; however, you must also submit the attached standard proposal as well.

              Your quote must be received on or before 4 September 2026 at 1600 hours (Kenya time). NB: Please provide a detailed quotation outlining the total cost as requested in this document.

              Your quote should remain valid for [90] days from the required date of receipt and all costs should be inclusive of all costs except VAT.

GENERAL CONDITIONS

              Should your quote be accepted, this request, the statement of requirements and your response will form the basis of a contract between you and the FCDO under the terms and conditions.

              This Request for Quote does not constitute in any way any commitment on the part of FCDO.

              The FCDO will not be liable for any expenses you incur as part of this process.
